<p>The world of today, by and large, is comparatively a rapidly changing one and the changes have been in a variety of directions.  Not long ago society was through of as a reality sub-generis far beyond the control of individuals to change it –and education as a process of inducting new entrants into society. The idea that societies can be changed and, that <span id="more-28"></span>too, education can be vital instrument of social transformation is increasingly felt.  Geared to the preservation and perpetuation of tradition in the past, education is now being used to bring about social transformation in a large scale.  This represents a kind of dilemma in respect of the social role of education in traditional societies. </p>
<p>	Ignoring this dilemma, many social scientists today re inclined to believe that education is a powerful instrument of social transformation.  The prevailing opinion in circles of social science is that education is an agency of modernization.  It is argued that education promotes modernity in many ways but chiefly in two: (i) by sharpening the “critical awareness” of the people about the social structure in which they are placed, and (ii) by changing the consciousness of the people in a direction congruent with the dominant value of our age-rationality-which is also the mainspring of modernity.  Following this reasoning, there has come up an impressive body of literature in recent years of documenting the impact of schooling on individual modernity in developing societies. The profound social changes that India has witnessed in the last few decades or so have affected its entire population, yet in some sections of its society their impact has been much more marked than in others.</p>
<p>Education is the key to development of any community.  It can broaden the world view of the people, equipping them to meet the present day challenges.  Education can be an input to their development.  It can also build up inner strength of the people.  Almost all studies have emphasized the importance of education in the development of the people.  Ignorance is the biggest reason for weakness and knowledge is power.  In the development effort, education has a pride of place in the priorities of the people.  This is particularly so when the two systems of unequal strength come in contact.  Education brings knowledge to he community and keeps in acquiring a new strength to enable it to face the new challenges which naturally come by when the process of change unfold unforeseen forces.</p>
<p>	The role of education as an investment in human resources has been increasingly recognized all over the underdeveloped and developed countries.  Education has special significance for the weaker sections of society, which are facing a new situation in the development process to adjust themselves properly to the changing circumstances.  For them, education is an input not only for their economic development, but also for promoting in them self-confidence and inner strength to face the new challenges.</p>
<p>This position SC/ST education critically examines the contemporary reality of schooling of children belonging to Scheduled Caste and Scheduled Tribe communities who have been historically excluded from formal education – the former due to their oppression under caste feudal society and the latter due to their spatial isolation and cultural difference and subsequent marginalization by dominant society. There are thus sharp differences between these two categories of population in terms of socio-economic location and the nature of disabilities. However, there is also growing common ground today in terms of conditions of economic exploitation and social discrimination that arise out of the impact of iniquitous development process. Concomitantly, the categories themselves are far from homogenous in terms of class, region, religion and gender and what we face today is an intricately complex reality. Bearing this in mind this paper attempts to provide a contextualized understanding of the field situation of the education of SC/ST children and issues and problems that directly or indirectly have a bearing on their future educational prospects.</p>
<p>The educational effort so far as the SC and ST communities are concerned has to be somewhat different than for the general areas.  In case of advanced groups and areas, demand for education is already there.  Establishment of an educational institution itself is sufficient to attract the children from the advanced communities because their parents are interested in their education.  This is not the case with the poorer section of the community.  The message has as yet not reached the more backward rural and tribal areas where the citizen is still not very much aware about the practical utility of education.  Thus, a number of socio-economic factors are coming in the way of members of SC and STs in sending their children to schools.  In many cases, it is sheer economic hardship.  Therefore, the universal educational programmes at the elementary stage in the case of these communities have to be much more than mere opening up of educational institutions.  The students belonging to these communities may have to be provided with free textbooks, mid-day meals, and in the case of girls, even a pair of uniform.  As the children grow, they become economic assets to the family.  It may be necessary, therefore, that they are provided suitable scholarships and stipends in higher classes.  It has to be ensured that if we cannot compensate the family, at least education should not be a burden on a poor family.  In the case of tribal areas, it may be necessary that at middle school and high school levels adequate hostel facilities are also provided, as an institutional network itself will not be of much help.  It is commonly observed that in some tribal areas much of the institutional capacity remains under-utilized.</p>
<p>Special state institutions were set up for the advancement of SC/ST and various legislations, social policies and programmes were drafted which were geared to their economic and political development and achievement of equal social status. It has been difficult however, to identify these categories in terms of criteria laid down by the state. The ‘problem’ of the scheduled tribes has been a vexed one, given the various levels of social and cultural distance and varying degrees of voluntary or forced assimilation exploitation and/or displacement. In fact, it has been pointed out by Galanter that just where the line between Scheduled Tribes and non-Scheduled Tribes is to be drawn has not been clear. There are problems of overlap with caste and controversy whether a specific group is more appropriately classified as a ST or SC. Policy however treats the SC and ST groups homogenously. Moreover it rests largely on the assumption that mainstreaming is progress, while paying lip service to preserve distinctive cultures, especially of tribals who are coerced into assimilation. </p>
<p>Education was perceived as crucial to processes of planned change. It was seen as the key instrument for bringing about a social order based on value of equality and social justice. Expansion and democratization of the education system was sought, the two primary egalitarian goals of which were the universalisation of elementary education and the educational “upliftment” of disadvantaged groups. The State’s special promotional efforts have undoubtedly resulted in educational progress for the SC/ST especially in regions where policy implementation combined with the dynamism of reform, and most crucially with anticaste, dalit, tribal and religious conversion movements. </p>
<p>The last two decades have spelt the decline of the Welfare State under the powerful impact of global economic forces and neo-liberal economic policies. The egalitarian ethic underlying planned change and development is being rapidly decimated. The ideology of the Indian State’s New Economic Policy emphasizes the pre-eminence of markets and profits. In the context of an elite directed consensus on the inevitability of liberalization and structural adjustment, the predominant problems and debates of education have undergone major shifts. Structural adjustment have provided the legitimacy and impetus for a number of educational reforms that pose a direct threat to the mission of universalizing elementary education and equalizing educational opportunity for SC/ST, especially those left behind. The state is withdrawing from social sectors of education and health and delegating its social commitments and responsibilities to private agencies and non-governmental organizations. There is already enough indication that basic educational needs of the SC and ST are getting seriously undermined under the new dispensation adversely affecting life chances of vast sections of those who have yet to make the shift to first generation learning.</p>
<p>Urban migration, education, occupational change and religious conversion have been pursued by the scheduled castes as key strategies of socio-economic emancipation, status change and acquisition of a new social identity. They have achieved varying degrees of success. Anti caste and dalit movements have provided the bases for political consciousness and assertions of new self-consciousness and new self-respecting collective identities grounded in both moderate-reformist and radical ideologies. Contemporarily, the rigours of pollution, social practices of untouchability and social relations of servility vary greatly in different parts of the country. The widespread upsurge of atrocity signifies continued caste based oppression. Caste and occupation were closely interlinked in the traditional socio-economic order, and the lowest manual and menial occupations were reserved for the SC. The link has gradually been broken but not completely. There have been shifts to caste free occupations. Changes took place with the arrival of new opportunities in rural employment and petty business as well as through education based occupational and social mobility in rural and urban contexts. However, economic exploitation and economic disadvantage and continued concentration in menial occupations continue to sustain and reinforce the degraded social position of the majority of the SC. Rural SC are predominantly landless and impoverished agricultural labour. Women are multiply subordinated.</p>
<p>By modernization is meant a process of long range social and cultural change, often regarded as leading to the progressive development of society.  It is a multifaceted development specifically leading to the industrialization of economy, and increase in the geographic and social mobility and, the secularization of ideas, which give rise to secular, scientific and technical education.  It also means a change from ascribed to achieved status and a higher standard of living.  Thus, modernization is a question of changes in the social structure, norms and value orientations, and as such it demands certain norms and value orientations, and as such it demands certain adoptive devices. As a consequent of this modernization SC and STs are egger to adopt the new trends of modern culture which is possible only by the modern education. </p>
<p>State Provision for Education of SC and ST and Recent Trends in Their Educational Progress</p>
<p>State commitment to the education of SC/ST children is contained in Articles 15(4), 45 and 46 of the Indian Constitution. Article 15(4) underscores the state’s basic commitment to positive discrimination in favour of the socially and educationally backward classes and/or the SC and ST. Article 45 declares the state’s endeavour to provide free and compulsory education for all children until they complete the age of 14 years. Article 46 expresses the specific aim to promote with special care the educational and economic interests of SC/ST. </p>
<p>In its effort to offset educational and socio-historical disadvantage, the Indian state conceived a range of enabling provisions that would facilitate access to and ensure retention of SC and ST children in school. In the initial Five Year Plans, the focus was on making available basic educational facilities such as schools especially in remote areas and providing scholarships and books. Both Central and State governments took up the responsibility of special educational provision. The scope of enabling interventions expanded considerably after the Fourth Five Year Plan.</p>
<p>Special schemes pertaining to school education of SC/ST children currently include: i) free supply of textbooks and stationery at all stages of school education ii) free uniforms to children in govt. approved hostels and Ashrams schools, and in some states also for children in regular schools; iii) free education at all levels; iv) pre-matric stipends and scholarships to students at middle and/or high school stage; v) special scheme of pre-matric scholarships for children of castes and families engaged in unclean occupations like scavenging, tanning and flaying of animal skin; vi) girls and boys hostels for SC/ST students and lodging facilities in hostels of backward classes including SC/ST; vii) ashram schools for tribal children started with the intention of overcoming the difficulties of provision in remote regions and also rather patronizingly to provide an environment “educationally more conducive” than the tribal habitat. In addition, several states have instituted schemes such as scholarships to SC students studying in private schools, merit scholarships, attendance scholarships for girls, special school attendance prizes, remedial coaching classes, reimbursement of excursion expenses and provision of mid-day meals. The last has been recommended as an integral element in schooling by the Working group on Development and Welfare of the Scheduled Castes.</p>

<p>Conclusion:</p>
<p>Education has always been considered an instrument of social change.  In present day society education has been considered a sound economic investment and that is the reason why in all the developed and developing societies greater attention is being paid to education.  The role of education is to transform a static society into one vibrant with a commitment to development and change.</p>
<p>	In out national perception, education is essential for all.  This is fundamental to our all round development such as material, psychological, spiritual and so on.  Obviously, it implies that education of the Scheduled Tribes is fundamental to the development of the people of this area, and hence, it is essential for them also.  Education is a potent agent not only for the social and psychological changes but it may influence productivity and economic development also, and, that is the reason why, for the last few years in the literature on development there has been much talk about the relationship between education and economic development and about education as investment. Educational will also help in the socialization of a child, and the development of the human personality, social mobility, occupational change, and the rise of professions.  Education is not only a means of adjustment into the society and all round development, but it is also an end in itself.  Education affords protection of life.  In addition to its relation with moral values, it is closely associated with socio-economic development.  Education is, therefore, very significant for the development of a country and in spite of having many severe problems, the developing countries provide high priority to education.  India is, undoubtedly, one among them. </p>

<h2>Record sound at capture time</h2>
<p>Record the onscreen activity with voice-over narration at the same time.</p>
<p>1. Launch DemoCreator and select the recording area, and you can see more recording option in the following window.</p>

<p>2. Tick the option of <strong>Record narration</strong>, and there are some settings to test the audio recording device.</p>

<p>3. Select the <strong>Microphone</strong> as the audio input(this depends on the recording input you want to record).</p>

<p>Recording voice-over narration with microphone can significantly enhance the impact of your presentation. Stereo Mix is for recording the playing audio in the computer. If you want to record some audio from some other resource, connect the audio device with the Rear Input port.</p>
<p>DemoCreator enables you to record a narration from microphone and also you can record the narration from playing audio tracks on your PC.</p>
<p>If there is no problem with the recording device, click <strong>Record</strong> button and start your recording.</p>
<h2>Record sound at preview time</h2>
<p>If you are not satisfied with the audio you have recorded with the screen recording, you can rerecord the audio when your audio when you preview the recorded screencast; And it is OK if you want to add the narration to the silent screencast at preview time.</p>

<p>Besides the two methods mentioned above, you can <strong>import audio file</strong> to the screen recording as background music. Back to the audio editor, there is an Import button for you to add the wanted music file from you local disk. After the recording you can get the audio file of MP3 format in the project folder.</p>

<p>Global Warming is hailed as the new cause for this generation to fight against, to unite us all to save the world from. But is this a genuine threat to our world or is this just another scientific fad that is being over popularized by the media. In my opinion the only thing getting hotter is the rhetoric. Today the theory of global warming is taught much the same way that the theory of evolution has been taught; from the basis that it is an ac<span id="more-13"></span>cepted fact, not just one of many scientific theories. The main figurehead of the global warming movement is widely recognized as former Vice President Al Gore, who gained notoriety for his docudrama <em>An Inconvenient Truth</em>.  This article will address not only the alleged facts of the film, but also the motivations behind the making of this film and the blatant hypocrisy that is Al Gore.</p>
<p>Global warming has little to do with saving the planet, and much more to do with controlling the population through taxation and fees. The cornerstone of the global warming argument is a report published in 1995 by the United Nations Intergovernmental Panel on Climate Change (I.P.C.C.), supported by over 2,500 scientists it reports that the global warming we are seeing today may not be natural. Governments around the globe have referenced this report to guide policy affecting everything from our use of “fossil fuels” to taxes and fees. In the United Kingdom “green taxes” have been imposed netting the government over £21.9 billion in revenues in 2005. (Watson, 2007)  The State of California has added an $11.00 per-year fee on registering late model cars, trucks, and SUV’s. This fee is in order to fund “alternative fuel research” with 17 Million new cars sold in California each year and the law affecting cars over six years old or newer. Now California stands to make billons in new revenue thanks to the global warming hysteria. This hysteria is supported by the weather, according to the alarmist if it is unseasonably warm; it’s because of global warming, if it’s too cold that’s global warming too. Hurricanes, tornados, earth quakes, and all other natural occurring acts of nature have all been tied to global warming according to the doomsters. Radicals like Al Gore would like to raise energy prices so high that many of Americas working poor would not be able to afford at in the winter, when pressed on this real issue his response is “It’s going to save you money, and it’s going to make the economy stronger.” (Shogren, 2007) Global Warming is more about expanding governmental powers, then saving the world.</p>
<p>In the 1970’s the scientific consensus was that the world was quickly being plunged into a new ice age Time and Newsweek magazines printed articles about the impending ice age that was going to freeze the majority of the United States and Europe. Newsweek’s story <em>The cooling world</em> published in April 1975 was urging governments to start long term economic planning and stockpiling of supplies.  The alarmists point out how thousands died in a heat wave in France and blame global warming caused by human accelerated climate change as the reason for this tragedy. However, climate change was not cited when a cold snap killed 25,000 people in the UK soon after (Monckton, 2007). In a span of thirty years, the world has gone from an impending ice age to a state of global warming. A recent article in National Geographic magazine points out that 36 million years ago the earth was far hotter than our current temperatures (Shea, 2008). The preachers of the new faith of climate change seem to forget the fact that the earth has historic patterns of warm and cold cycles, not brought on by man.</p>
<p>Al Gore and other alarmists are profiting both politically and financially from the creation of the global warming catastrophe, and what of this scientific consensus. If you read the book or watch the film <em>An Inconvenient Truth,</em> you would think that all scientists agree that the world is warming. However many have rejected the idea Indeed, many scientists now say that there has been no discernible human effect on temperature at all (Monckton, 2007) .</p>
<p>The much quoted I.P.C.C. report and the backbone of the Global Warming religion shows a total increase of just 0.6 degrees in the entire 20th century.  The fact is that the entire globe is not rising at a steady temperature; regions of the world are actually cooling. Greenland has cooled at a much faster rate, and at a shorter time period then the I.P.C.C. reported rise of 0.6 degrees. Cooling at a rate of 2.2 degrees per decade since measurements started in 1987, Greenland may be the most compelling evidence that there is some form of clement change happening unfortunately for Al Gore it is trending in the wrong direction (Petr Chylek, 2004).</p>
<p>In my opinion, the best evidence that global warming is more about creating hysteria and revenue generation is that there are countless intellectuals, scholars, and politicians that have compelling evidence against global warming, and they are not selling DVD’s.   “The best evidence supporting natural causes of temperature fluctuations are the changes in cloudiness, which correspond strongly with regular variations in solar activity. The current warming is likely part of a natural cycle of climate warming and cooling that’s been traced back almost a million years. It accounts for the Medieval Warm Period around 1100 A.D., when the Vikings settled Greenland and grew crops, and the Little Ice Age, from about 1400 to 1850 A.D., which brought severe winters and cold summers to Europe, with failed harvests, starvation, disease, and general misery” (Singer, 2007)</p>
<p>Dr. John Christy, professor of Atmospheric Science at the University of Alabama at Huntsville said: &#8220;I remember as a college student at the first Earth Day being told it was certain that by the year 2000, the world would be starving and out of energy. Such doomsday prophecies grabbed headlines, but have proven to be completely false&#8221; (Stossel, 2007).</p>
<p>The United Nations I.P.C.C. report  according to Gore says that “The vast majority of scientists agree that global warming is real, it’s already happening and that it is the result of our activities and not a natural occurrence. “ However when you read the report it says that a group of scientists stated that “this era of global warming is unlikely to be entirely natural in origin” (I.P.C.C., 1995).  But what does Al Gore have to gain from this manipulation? Power, fame, influence, what sparked Al Gore to become the environmentalist? It was not his love of nature, and clean technology.</p>
<p>Al Gore has been profiting from the environment for a number of years, as matter of fact his family has a long history of working with the environment. Most of it has been extracting oil and minerals out of the ground, while destroying the surrounding environment he loves so dearly. The Gore family trust has owned as much as a quarter of a million to one million dollar in Occidental Oil Company stock (Silverstein, 2000). “Nowhere is Al Gore&#8217;s environmental hypocrisy more glaring than when it comes to his relationship with Occidental (petroleum). While on the one hand talking tough about his &#8220;big oil&#8221; opponents and waxing poetic about indigenous peoples in his 1992 book &#8220;<em>Earth in the Balance</em>,&#8221; the Elk Hills sale and other deals show that money has always been more important to Al Gore than ideals.”  Elk Hills is tied to the most famous bribery scandal in U.S. history, the Tea Pot Dome Scandal of 1922. Tea Pot Dome was the name of one of the oil fields that Albert Fall was bribed into leasing to Pan-American Petroleum (the company now known as ARCO), the other was Elk Hills. “Gore succeeded where Albert Fall failed in selling the Navy’s 47,000 acre reserve to Occidental Oil 75 years later; giving Occidental an 87 percent increase in the first quarter of 1997 and causing the Gore family stock to sky rocket” (Mesler, 2000).</p>
<p>While Al Gore and his cronies tell Americans and the world that conservation is the key to slowing global warming; he and his wife live in a 10,000-square foot home in Nashville, Tennessee, this home consumes 20 times the energy of an average American home (Williams, 2007).  Al Gore also maintains a 4,000-square-foot residence in Arlington, VA, and a third home in Carthage Tenn. (home of the families Zinc mine). “While there are green energy programs in both Tennessee and Virginia that cost just a few extra pennies per kilowatt hour, public records show that Gore has yet to sign any of his properties up for such programs. Gore seems have failed at even convincing his own party to go green as the Democratic National Committee also has yet to pay the additional two pennies a kilowatt hour (as of 2006)” (Schweizer, 2006).</p>
<p>The Gore family home in Carthage is also home to one of the dirtiest zinc mines in the United States, and Al Gore was receiving $20,000 per month up until 2003 from Pasminco Zinc a company that has been cited for polluting the nearby Caney Fork River. Al Gore has profited over the lifetime of the mine to the tune of over $570,000.  Now the mining did stop in 2003, but not because Gore was upset about the environmental impact, the mineral rights lease ran out.  In a letter Gore wrote to Pasminco he said, “We would like for you to engage with us in a process of ensure that the mine becomes a global example of environmental best practices”. Gore was silent for nearly thirty years of mining while Pasminco Zinc released toxic substances into local waterways (Theobald, 2006). In all that time Al gore never spoke out against the mine, never worked to clean it up, never refused the money, in the end he did was he always does, he wrote a letter. Actions do speak louder than words.</p>
<p>For many global warming is defining this generation, it is being touted as the new evil we should rise up and conquer. But this is not Communism or a Fascist Nazi party imposing its ideals on our allies. It is a theory touted by men who will profit from it. We as Americans should strive to be more informed and find out the reason why men like Gore are so intent on pushing this theory&#8230;Because it is profitable and has netted Al Gore not only renewed political relevance, but a Nobel peace prize, and redemption for his presidential campaign loss. While we should be good stewards of this earth, we should also beware of false truths, global warming has become the new religion of the socialist movement and it has dangerous implications for our country and world.</p>

<p>(CHICAGO &#8211; September 6, 2005) Argosy University announced today<br />
that it will assist students from universities in New Orleans,<br />
southern Louisiana, Mississippi and Alabama universities, which<br />
have been closed for the foreseeable future due to the<br />
devastation caused by Hurricane Katrina.</p>
<p> Argosy University will make available both on-campus and online<br />
courses that might be able to permit dislocated students to<br />
progress in their academic c<span id="more-19"></span>areers during this semester of<br />
disruption. Students at a university forced to close by<br />
Hurricane Katrina may register at any of Argosy University&#8217;s 13<br />
campuses across the nation for courses, on a space-available<br />
basis, for the fall terms.</p>
<p> Argosy University will waive tuition for dislocated students<br />
who have already registered and paid tuition at their home<br />
institution for the fall 2005 semester. If dislocated students<br />
have not yet paid their tuition at their home institution, they<br />
will be assessed the lesser of the current published tuition and<br />
fees at the home institution, or Argosy University&#8217;s published<br />
tuition and fees, as determined by the Argosy University campus<br />
president.</p>
<p> &#8220;Argosy University acted today by offering educational<br />
assistance to college students impacted by Hurricane Katrina,&#8221;<br />
says Dr. Gregory O&#8217;Brien, president of Argosy University.<br />
&#8220;Argosy University is concerned for the well-being of these<br />
students, and this initiative is our way of reaching out with<br />
compassion and benevolence to those affected. We pledge to do<br />
all that we can to assist college students in the Gulf Coast<br />
region to continue their education and continue in their lives.&#8221;</p>
<p> According to the American Council on Education, more than 30<br />
colleges and universities in the Gulf Coast region have been<br />
severely damaged by the hurricane, and possibly 100,000 students<br />
have been displaced from their schools.</p>
<p> Argosy University offers doctoral, masters, and undergraduate<br />
degree programs in psychology, counseling, education, business,<br />
information technology, and organizational leadership. Doctoral<br />
degree programs in clinical psychology (accredited by the<br />
American Psychological Association), are available at several<br />
Argosy University&#8217;s campuses. Argosy University will assist<br />
dislocated Ph.D. and Psy.D. students on an individual basis.<br />

<p>A constitution is the supreme law of a free country. It is the system by which a government of a country functions. Constitution of India was adopted in the in the constituent assembly on 26th November 1949. It is document that contains set of instructions and policies that a government in power of India must follow. Indian constitution came into force on 26th January 1950, the republic day of India, defining India as a republic union of state<span id="more-16"></span>s. Indian constitution also defines the fundamental rights, directive principles and fundamental duties of a citizen of India. Constitution of India declared India as a state to be sovereign, democratic republic but later in the amendment of constitution of 1976 the India was added to be a socialist and secular state.</p>
<p>The constitution of India is the longest written official book than any other of an independent country. <a rel="nofollow" target="_blank" href="http://www.famousinindia.com/indian_constitution.html">Indian constitution</a> is considered the best constitution that an independent country has in the world. It is a well drafted book that is a result of research of years. India is still a young independent country and hence the makes of India constitution have adopted several effective articles and laws from different constitutions of other countries. It has given a permeable that is just a complete crux about it. Preamble of India is again considered the best in the world. It contains 22 sections including 395 articles, 12 schedules and 83 amendments.</p>
<p>The committee that drafted the constitution of India was headed by Dr. B.R. Ambedkar and other six members as Jahwahar Lal Nehru, C. Rajagopalachari, Rajendra Prasad, Sardar Vallabhbhai Patel, Maulana Abul Kalam Azad and Shyama Prasad Mukherjee. All these members were great politicians and major scholars of India. Indian constitution is written in the hand writing of Dr. Ambedkar.</p>
<p>Indian constitution is the best official draft one must read to know how a democratic and independent republic nation works. It will provide a deep insight of the laws and principles that Indian government follows to run the union of India.</p>

It has just come out with its 13th annual waiting-list survey. It shows the average time a patient waited between referral from a general practitioner to treatment rose from 16.5 weeks in 2001-02 to 17.7 weeks in 2003. Saskatchewan had the longest average waiting time of nearly 30 weeks, while Ontario had the shortest, 14 weeks.</p>

Waiting lists also exist for diagnostic procedures such as computer tomography (CT), magnetic resonance imaging (MRI) and ultrasound. Depending on province and diagnostic procedure, the wait can range from two to 24 weeks.</p>
<p>As reported in a December 2003 article by Kerri Houston for the Frontiers of Freedom Institute titled &quot;Access denied: Canada&#039;s health-care system turns patients into victims&quot;, in some cases, patients die on the waiting list because they become too sick to tolerate a procedure. Miss Houston says hip-replacement patients often end up non-ambulatory while waiting an average of 20 weeks, and that&#039;s after waiting 13 weeks just to see the specialist. The wait to get diagnostic scans followed by the wait for the radiologist to read them just might explain why Cleveland, Ohio, became Canada&#039;s hip-replacement center.</p>
<p>Adding to Canada&#039;s medical problems is the exodus of doctors. According to a March 2003 story in Canada News, about 10,000 doctors left Canada in the 1990s. Compounding that exodus is the drop in medical school graduates. According to Miss Houston, Ontario has turned to nurses to replace its bolting doctors. It is &quot;creating&quot; 369 new nurse practitioner positions to take up the doctor shortage.</p>
<p>Some patients avoided long waits for medical services by paying for private treatment. In 2003, British Columbia enacted Bill 82, an &quot;Amendment to Strengthen Legislation and Protect Patients.&quot; On its face, Bill 82 is to &quot;protect patients from inadvertent billing errors.&quot; That&#039;s on its face. But according to a January 2004 article by Nadeem Esmail for the Fraser Institute&#039;s Forum and titled &quot;Oh to be a prisoner,&quot; Bill 82 would disallow anyone from paying the clinical fees for private surgery, where previously only patients were forbidden to do so. The bill also empowers the government to levy fines of up to $20,000 on physicians who accept these fees or allow such a practice. That means it is now against Canadian law to opt out of the health-care system and pay for your own surgery.</p>
<p>Health care can have a zero price to the user, but that doesn&#039;t mean it&#039;s free or has a zero cost. The problem with a good or service having a zero price is that demand will exceed supply.</p>
<p>When price isn&#039;t allowed to make demand equal supply, other measures must be taken. One way to distribute the demand is by queuing &#8212; making people wait. Another is to have a medical czar who decides who is eligible, under what conditions, for a particular procedure &#8212; for example, no hip replacement or renal dialysis for people over 70 or no heart transplants for smokers.</p>
<p>I&#039;m wondering just how many Americans would like Canada&#039;s long waiting lists, medical czars deciding what treatments we get and an exodus of doctors.</p>
